On 1 January 2013, in line with the gazetting of the Customs (Prohibition of Imports) Order 2012 on 31 December 2012, Malaysia has implemented a quota system for the import of hydrochlorofluorocarbons (HCFCs) by importers registered with the Department of Environment (DOE).

The implementation of this quota system is in line with Malaysia’s obligations to the Montreal Protocol where HCFCs are one type of ozone depleting material (BPO). In 2018, there are a total of 16 HCFC importers/ exporters registered with the DOE as in the  APPENDIX .
