Memorandum Of Understanding (MOU)


Department of Environment (DOE) continued to implement it’s environmental awareness programmes and activities as well as spreading information to each levels of society as an effort to build a society that emphasizes environmental sustainability.

In line with the Department’s Transformation Plan in 2013, the Department of Environment has established smart partnerships with a government agency, the Institute of Higher Education (IPT), the industry (Private / GLC) and non-governmental organizations (NGOs) through the Memorandum of Understanding (MOU) for environmental awareness program implementation and Rakan Alam Sekitar program with various organizations as a proactive measure to address environmental issues.

The first MOU signing ceremony was held with 28 agencies on 5th    June 2013 at Genting Highlands, Pahang. It was held in conjunction with World Environment Day celebration. The second MOU signing ceremony was held with 23 organisations at Dewan Baiduri, DOE Putrajaya on 1 October 2013.

Till April 2015, a total of 241 organizations have signed ties of cooperation with the DOE throughout Malaysia to fight the efforts of environmental conservation in Malaysia and make environmental sustainability a shared responsibility with the concept of “Smart Partnership towards Environmental Sustainability”. The implementation of new approaches such as this can increase public awareness of the environment and improve the effectiveness of government service delivery and achieve win-win situation to all parties.

The Memorandum of Understanding (MOU) serves as a statement of understanding and willingness to cooperate with each other where the parties who signed the MOU is not tied to any obligations or liability legislation.

Memorandum of Understanding on Cooperation between the Department of Environment will involve two (2) main scope of focus, which is: –

  1. Memorandum of Understanding on Cooperation in Implementing Environmental Awareness Program between Department of Environment and Government-Linked Companies (GLC), Multinational Corporations (MNCs), private companies and non-governmental organizations (NGOs); and
  2. Memorandum of Understanding on Cooperation in Implementing the Environmental Program between Department of Environment with Higher Education Institutions (IPT) and Institutional Education / Training.
