PROJECT PLANNING APPROVAL
· Decision on application for Written Permission to construct Prescribed Premises (Scheduled Wastes) to be
issued within 3 weeks.
· Decision on application for installation of fuel burning equipment and air pollution control equipment to be issued
within 3 weeks.
· Decision on a complete Preliminary EIA report to be issued within 5 weeks.
· Decision on a complete Detailed EIA report to be issued within 12 weeks.
· Decision on application for Site Suitability Assessment on siting of new factory to be issued within 2 weeks.
ISSUING OF LICENSES / APPROVALS
· Decision on application for new license to operate scheduled wastes off-site recovery facility to be issued within
2 weeks.
· Decision on application for license renewal to operate scheduled wastes off-site recovery facility to be issued
on-the-spot for walk-in applicant or within 1 week for application submitted by post.
· Decision on application to export scheduled waste to be issued within 3 weeks upon receiving consent from the
importing country and transit countries.
· Decision on application to import scheduled waste to be issued within 3 weeks.
· Decision on application for import and export of chemicals controlled under the Rotterdam Convention will be
issued within 4 weeks.
· Decision on application for special management of scheduled waste to be issued within 4 weeks.
· Decision on application for new license to operate raw natural rubber factory to be issued within 2 weeks.
· Decision on application for license renewal to operate raw natural rubber factory to be issued on-the-spot for
walk-in applicant and within 1 week for application submitted by post.
· Decision on application for new license to operate crude palm oil mill to be issued within 2 weeks.
· Decision on application for license renewal to operate crude palm oil mill to be issued on-the-spot for walk-in
applicant and within 1 week for application submitted by post.
· Decision on type approval applications for motorcycles, motor vehicles powered by petrol and diesel to be
issued within 4 weeks.
ENFORCEMENT
· All enforcement activities under the Environmental Quality Act, 1974 to be continuously upgraded and
strengthened to ensure maximum compliance and enforcement carried out in a strict, fair and just manner.
· Every compound to be issued "on-the-spot" or within 1 week.
· All court cases to be submitted to the Deputy Public Prosecutor within 6 months from the date of investigation
or the date the offence was committed.
PUBLIC COMPLAINTS
· All complaint cases to be channelled to DOE state offices or related agencies for investigation within the same
day upon receipt of the complaint.
· Acknowledgement of receipt of complaints to be issued within the same day.
· Feedback will be given to the complainant on the status of complaint within 14 days upon receipt of the
complaint.
· All environmental related complaint cases to be addressed as soon as possible and solved between 3 to 30
days.
· Environmental related emergency such as oil spill at sea and scheduled wastes dumping to be channelled on-the-
spot to DOE state or branch offices and the Maritime Enforcement Coordinating Centre (oil spill only).
PUBLIC RELATIONS
· All visitors to be attended promptly or within 5 minutes with utmost respect and courtesy.
· All appointments shall be kept on time. Appointments that are delayed or needed to be re-scheduled to be
informed and DOE publication materials made available to visitors while waiting.
· Information on air, water and marine quality to be provided within 2 weeks upon receipt of applications.
FINANCIAL MANAGEMENT
· All revenue collection to be attended immediately and receipt to be issued on-the-spot.
· Payment of bills to be made within 14 days.
